These are bisque cake decorations that were used back in the 30's and 40's, before plastic. There are 4 girls, 1 large goose, 1 small goose and 4 other small geese with their heads tucked in. They are marked Japan. Most of them have a wood or metal stake to help them stand on the cake. Girls are 2 1/2 in. tall, (without stake) Larger goose is 1 1/2 in. and smaller geese are about 1 in.
