I am 96% sure she is Effanbee. 20 years ago I had one just like her she tho was in an original Effanbee box.
This is a rare size and make for a Black American doll. Most Black American dolls of that era were rubber, plastic or soft, cloth stuffed, or firm body, attached legs & arms. She's dressed in Pink satin panties & crinolin under a pink poodle skirt so popular in the 50s.
