Manufacturer: American Paperweight company
I note that this is PROBABLY an American Paperweight Company paperweight, since I can't quite make out the manufacturer's name - it's so near the edge of the image that it's almost gone. However, this weight is certainly in the same style as our other Col. A. Pope paperweight (PW272) with the same text but a younger picture of Col. Pope. The weight has lived a hard life, though, with many edge nicks and some scratches, so I'm pricing it less. The last photo shows PW415 and PW272 side by side for your comparison.
