It was issued for the 15th Postal Congress in Vienna and was a gift to high ranking people.

Maryknoll Sisters, Rosary Convent, Miaoli, Formosa. Attached is a Jiang Kai Shak 2 Dollar val tied by a Taiwan, Miaoli strike. Additional Taiwanese government propaganda strike in blue, added in Keelong. The cover has been sent to Massachusetts, forwarded......small tear at right side otherwise fresh and fine.
