I've been told this is a cigar tamper, and it appears to have art deco styling and to be made of chrome. It measures about 3 1/8" long and has three parts that swivel from the bottom. The back piece has a lovely Grecian Key design and is marked "MADE IN CZECHOSLAVAKIA" on it.
