This piece has a total of 3 tiers, one is like a ruffle around the shoulders. It was originally white or off white but it is yellowed with time. I don't know if it could be brightened but It could be dyed as the fabric is washable. I have tried taking photos to show the condition. There are a few places where the lace is torn or worn and it needs a snap at the neck. I have also opened the cape and taken a photo of the inside of the piece to show how well it is made.
