I have no clue what this is. I labeled it gear because i had to give it a name and it dose have a gear. I can tell you that its very heavy and that it has a peice of wood mounted on it. It looks like it would mount onto a tool bench.

I tryed turning the handle and i couldnt get it to move, I think it would need some wd -40. There is writting on it but can only make out parts of it. Here is what i can see.
