I think this is a crocheted hot pad but strictly decorative - see loop at top. I don't think I would want to trust the holes with a hot pan. It could be a doll's dress - it's double so just take off the loop. Too big for Barbie - 2 3/4 bodice, 7 inches long and 8 1/4 at skirt bottom. Very cute and well-done.
