This is a hard to find Elf that may have been made in Japan in the 1940s by SAKA & Co. It looks like their handy work. The painted face on the soft rubber is adorable. His unique outfit of strips, white scarf and funny looking footwear is great but years of Christmases has it dingy. Not a knee hugger. The arms and legs do not bend.
