(1814-1901) He served as collector, treasurer, and recorder of Scott County, Iowa; was president of the State Bank of Iowa, 1859-66; during the Civil War he was appointed Paymaster General of Iowa troops by Governor Kirkwood; served as U.S. Congressman, 1863-69, and 1880-81; was chairman of the Committee on Revolutionary Claims; also served on the Committee on Pacific Railroads; was president of the Davenport & St. Paul Railroad Co.; and was appointed U.S. Commissioner of Indian Affairs by President Garfield, and served 1881-85.
