This is a vintage stainless double boiler steamer basket and strainer insert for the old copper-bottom Revere Ware saucepans. It will fit the 2-quart and taller 3-quart size Revere saucepans. The second photo shows it on my larger 3-1/2 quart pan, which works but isn't a snug tight fit. The stainless steel insert is 7" diameter (inside measurement), 9-1/2" across from handle to handle, and 2-3/4" deep. It's in good, clean condition with little wear.
