This is a nice clean 10" long special purpose pliers, mounted on a end nipper style frame. I don't know for sure what the application was for this tool, but I believe it was intended for use with fire arms of some sort. The large casting part attached on one side of the pliers jaw area is about 3.25" long and swivels 90 degrees, is threaded in the back section, and has another thread insert inside of that in the back area, all threaded parts are pinned in place, or set to a none adjustable position, except for the swival part that moves freely. This is a precision tool of some sort, and care was taken in machining all the features and locking them in place. On the inside of the casting, the outside diameter is .65, the next smaller Inside diameter is .510, the next smaller diameter is .292" and the void in between measure a depth from the top of 2.35" inside the casting. The center section has some play in it, so it will move slightly off center, about .01" total from what I can see. The other side of the jaws is a threaded screw pinned in place at what appears to be a pre-set distance from the other side of about .10". The pliers are marked "THE STARR NETTLETON MFG. CO. PATENTED" inside a round logo. A very interesting tool, in good condition overall!
