This is a Victorian Art Nouveau manicure tool. I believe it is used for cuticles. The tool is marked STERLING on the handle. The handle has a respousse flower on both sides that looks like a chrysanthemum. The tool measures 4-1/2 inches long and 3/4 of an inch at the widest point.
