This is a rare quality made end nipper marked UTICA PAT APLD FOR on the inside of the handles. They are rare!  I've never seen this type before!  The basic design uses a total of 4 pivot points to reduce the amount of pressure needed to cut the wire.  UTICA is a well known quality toolmaker, made in USA!  As you can see, there is one little washer missing that fits over the top of the threaded screw, but the screw holds just fine without the missing washer.  These operate very smoothly.  No rust, not damage.  Cutting edges are good enough to cut plenty of wire.  A very rare antique tool!
