Have not been able to find anything out about Mildred Convoy, I'm assuming it is some local painter in Kansas City Missouri, since the foil sticker on the back says, "Peck's, Kansas City, Missouri".  Wonderful oriental scene with a bridge in front of a group of houses and a mountain in the back.  Has a terrific bamboo frame which is 28" X 19".  Colors are still very vibrant.  In excellent shape.
